Okhran Mammadov, who appeared before the court later than his comrades, as he was on the federal wanted list, received a prize of 1,515 tickets at the post office in the village of Maima.
Mammadov himself has not pleaded guilty and can still appeal against the verdict, which has not yet entered into force. In December 2012, his accomplices Sosnin and Azimov tried to appeal the decision to the Supreme Court of the Altai Republic, but their sentence remained unchanged.
Larisa Shestak, Assistant Prosecutor of the Republic of Altai, declined to explain the essence of the scheme by which the scammers acted, citing the fact that resourceful young people may have no less enterprising followers. It is known from the message of the Maiminsky District Administration that the criminals have found a way to discreetly remove the protective layer from the tickets and return it back.
Young people chose three types of instant lottery tickets for fraud: the All-Russian Housing Lottery, the All-Russian Social Lottery and the All-Russian Lottery-Subsidy, which are sold at Russian Post offices.
On each of the tickets there is a field with two columns and two cells - "floors", covered with a protective film. In each column, only one cell promises a win - a number is hidden in it. The player begins to erase the film, starting from the first "floor" - it promises a minimum amount of 50 rubles - and gradually rises higher. If the player stumbles upon a failed cell, then the winnings are burned. If you get to the top - you can get 20,000, 50,000 or 100,000 rubles. The maximum win is an apartment.
Irina Pidoprigora, the state prosecutor of the Mayma village prosecutor's office, said that the scammers took money - the prospect of winning real estate did not attract them.
Fraud was suspected by the employees of the Russian Post when they realized that the same young people too often come to win, presenting tickets where the cells with the amounts are open almost to the upper “floors”, Ms. Shestak said. The postal staff first puzzled their own security team, but their check turned up nothing. Then the lucky tickets were handed over to the police - they ordered an examination, which proved the fact of illegal influence. Altai police officers established operational surveillance of the mail and detained Novosibirsk residents.
“No charges were brought against the employees of the Russian Post, and the version that [the fraudsters] were helped at the post office did not appear in the case file,” Ms. Pidoprigora added. In addition, the discrete application of erasable holographic coatings on game elements makes it possible to first remove all protective coatings on one ticket ("false ticket"), and then, using physico-chemical methods, separate the holographic coatings from game elements on another ticket ("ticket - donor"), transfer them to the first ticket, closing the "non-playing" ("losing") windows with them and, thus, falsify the positive result of the game.
Distributed lottery tickets are known (RU No. 2233688, A63F 3/06, publ. 2004.08.10, adopted as a prototype for the claimed device), which contain a base (card) made of paper, having a field for placing game areas and an identifying element, made in in the form of characters, letters, numbers, images (or fragments of one image) applied with a special contrast agent (composition), as well as in the form of all possible combinations of the above types of execution of the elements. The combination of the above elements in such a ticket forms an essentially independent "information" layer, closed from the base side and from the outside by at least one coating layer (in the form of one large hologram) that protects the elements from recognition. To ensure the visualization of the elements (for example, to conduct an instant draw by removing the protective coating from the elements), this layer is made with the possibility of local removal only above the elements. Such a partial (local) removal makes it impossible to falsify the result of the game using a "donor ticket", since such a local removal preserves the integrity of the non-erasable part of the layer located around its erasable part, which is especially important when it is performed in the form of a hologram containing many micro-relief images. . An attempt to restore the erasable part of layer 6 in this case can be easily detected by observing the destruction of the homogeneity of the holographic pattern under a microscope.
The disadvantage of this solution is that the authenticity of a lottery ticket is determined by the integrity of the coverage in the area between the open areas and the correspondence of the number of the winning ticket to the number from the register of all sold and unsold tickets sold by the Organizer and entered into the database. However, nothing excludes the possibility of forging the digital combination itself on an open area of the playing field. A fake can be detected, but this requires technical expertise, which is time consuming. Such time costs do not allow such an examination in relation to a large number of winning tickets presented for payment.
The achieved technical result consists in increasing the security of the lottery ticket against forgery and the possibility of prompt control of the authenticity of the winning combination of the ticket.

The specified technical result for the method is achieved by the fact that in the method for controlling the authenticity of the winnings of the instant lottery ticket, which consists in establishing the integrity of the opaque erasable protective coating on the fields related to the identification numbers of the ticket and unopened gaming areas, establishing the integrity of the coating of the base of the lottery ticket in open gaming areas with numeric or alphabetic symbols printed on them, removing an opaque erasable protective coating from the fields related to the ticket identification numbers, and establishing the correspondence of the ticket number to the pin code assigned to it, additionally establish the integrity of the numeric or alphabetic symbols on open playing areas, while the integrity of the digital or alphabetic characters on each open playing area is carried out by comparing the individual code assigned to the digital or alphabetic symbol of this open playing area with an individual the code of this section, located on a separate field of the ticket under an erasable opaque protective coating.
These features are essential and are interconnected with the formation of a stable set of essential features sufficient to obtain the desired technical result.
The present invention is illustrated by specific examples of execution, which, however, are not the only possible ones, but clearly demonstrate the possibility of achieving the required technical result.
