The Unified State Exam is an exam that is conducted using test and measurement materials (standardized tasks). Passing the Unified State Exam is mandatory for graduates of 11th grade. Completing tasks allows you to determine the level of mastery of the Federal State Educational Standards of the general education program. Rules and procedure for conducting the Unified State Exam approved by order of the Ministry of Education and Science No. 1400 dated December 26, 2013.

Location

The Unified State Examination is taken at special PPE points. As a rule, they are located in educational institutions or other organizations that meet established requirements.

The organizational and territorial scheme of holding the exam in the region, the location, number of PETs, as well as the distribution of Unified State Exam participants among them is carried out by the executive bodies of the subject. The delivery time for graduates to the exam point should be no more than an hour.

In accordance with procedure for conducting the Unified State Exam, you must come to the PPE with a passport or other identification document. In addition, the graduate must have a pass for the exam. It is issued at the place of registration of the Unified State Examination participant.

Nuances of the organization

PES premises not used for the examination must be sealed and locked. Posters, stands, and other materials with reference information related to academic subjects are covered in classrooms.

Each graduate is allocated a separate seat in the audience. If necessary, classrooms are equipped with computers.

The entrance to the PPE is equipped with a portable or stationary metal detector, as well as video surveillance equipment. Exam records are kept until 01/03 of the year following conducting the Unified State Exam. Order the use of records is determined by Rosobrnadzor and the executive structures of regional authorities in compliance with the provisions of Order No. 1400.

Additional premises

The PPE building is equipped with the following before the entrance:

Audiences

In accordance with procedure for conducting the Unified State Exam, the classrooms in which graduates perform assignments are equipped with video surveillance equipment.

The absence of these means or their faulty condition, as well as the lack of video recording of the Unified State Examination, is considered as grounds for suspending the exam in the entire PPE or in individual classrooms. Graduates are then allowed to retake the Unified State Exam.

Persons present at the PPE

According to Regulations on the procedure for conducting the Unified State Exam, at the exam point there are:

  1. Head of PPE.
  2. Organizers.
  3. Members of the State Examination Committee (at least 1 person).
  4. Technical Specialist.
  5. The head of the institution in which the PES is organized, or a person authorized by him.
  6. Police officers or other persons ensuring the protection of order.
  7. Health workers.
  8. Assistants providing assistance to graduates with disabilities.

Distribution by audience

In accordance with changes in the procedure for conducting the Unified State Exam, the automated distribution of graduates and organizers among audiences can be carried out by the RCPO (regional information processing center). In this case, the lists are transferred to the PPE along with the exam materials.

The automated distribution of participants can also be carried out by the head of the PES.

The lists are handed over to the organizers and posted on a special stand at the entrance to the point, as well as on the door of each audience.

Organizers

Each audience must have at least 2 people present. During the exam, some of the organizers are distributed among the PPE floors. These persons help graduates navigate the building of the center and control the movements of people not involved in the Unified State Examination.

Preparation

Before the actual start of the exam, graduates are read the Unified State Exam rules. In particular, observers explain the procedure for filling out the registration fields of forms, filing an appeal, the time of publication of results, and the duration of the exam. In addition, the consequences are voiced violations of the Unified State Exam procedure.

The exam is conducted in writing and in Russian (except for the Unified State Exam in foreign languages).

Before completing tasks, participants fill out the registration fields of the forms. If necessary, medication and food can also be accommodated.

Graduates leave the rest of their belongings in a specially designated place at the entrance to the PES.

Important point

During the exam, graduates are not allowed to communicate with each other or move freely around the audience. Exit from the premises and movement along the traffic control area is carried out only when accompanied by the organizer. When leaving, the participant leaves drafts, exam materials, and writing materials on the table.

Prohibitions

From the moment you enter the PPE until the end of the exam, it is prohibited:

  1. Graduates must have electronic computer equipment, communications equipment, audio, video, photographic equipment, written notes, reference materials, and other information media.
  2. Assistants and organizers must have means of communication.
  3. Observers, organizers and assistants - provide assistance to graduates in writing answers to assignments, provide them with equipment, computers, communications, reference materials, and other media related to the subject.

No person participating in the exam has the right to take exam materials and drafts on paper or digital media out of the classroom or photograph them.

In case of violation of the rules of the Unified State Examination, the culprit is removed from the exam. In this case, the organizers, public observers or the head of the PES invite members of the examination committee to draw up a report.

Completing the exam

The organizers report that the time limit for passing the Unified State Exam will soon expire in 30 and 5 minutes. before the end of the exam. At the same time, graduates are advised to quickly transfer answers from drafts to forms.

After the set time has passed, the organizers announce the end of the exam and collect all materials.

If there are empty spaces in the forms for detailed answers and in additional forms, the organizers fill them out as follows: Z.

The collected materials are packed into bags. Each of them contains the name, number, address of the PPE, audience number, name of the subject, number of materials in the package, full name of the organizers.

Graduates who complete the work ahead of schedule have the right to hand it over to the organizers and leave the PPE without waiting for the end of the exam.

Possibility of retaking if the result is unsatisfactory

If a graduate does not score the required number of points in a compulsory subject (specialized/basic level mathematics or Russian language), he can retake the exam. Retaking the Unified State Examination is carried out on the reserved days allocated for this.

If you again receive an unsatisfactory result when you retake it, you can try again in the fall. However, in this case, it will not be possible to enter a university immediately after school, since the period for accepting documents will expire. However, upon receipt of a satisfactory number of points, a certificate will be issued.

Nuances

There are several restrictions in the rules for retaking the exam. In particular:

  1. Graduates who failed to score the minimum number of points in both Russian and mathematics lose the right to retake this year. They can try again in a year.
  2. Persons who graduated from school a year or more ago are not eligible to retake the exam this year.

In addition, please note that:

  1. If a graduate has passed the exam in mathematics at the profile and basic levels and has overcome the minimum threshold for at least one of them, the exam will be considered passed.
  2. Retaking mathematics is allowed at any level of the graduate’s choice.

If the minimum score has not been achieved in subjects that are not compulsory, it will be possible to retake it only next year.

Who else can retake the exam?

The right to retake the Unified State Exam is given to graduates who started work but did not complete it for a valid reason. This fact must be documented. As a rule, this situation is associated with a deterioration in the graduate’s health during the exam.

In addition, anyone who has encountered organizational and technical problems in the PPE can retake the test. For example, someone did not have enough additional forms, the electricity was turned off, etc.

Re-taking the Unified State Exam is also provided in case the organizers of the exam violate the rules of its conduct. In such situations, the results of all examinees will be cancelled.

If the graduate himself violated the rules and was removed from the exam, his results will also be cancelled. He will be able to take the exam again only next year.

Appeal

The exam participant has the right to appeal about:

  • Violation of the exam procedure. In this case, objections are submitted on the day of delivery.
  • Disagreement with the results. An appeal in this regard is submitted within 2 days (working days) after the official announcement and familiarization with the number of points scored.

Appeals regarding the content and structure of assignments are not accepted, as well as in case of violation of the exam procedure or the rules for preparing forms by the applicant himself.

Disturbance of order by the organizers

In such cases, the Unified State Exam participant, without leaving the PPE, receives a special form in 2 copies from the organizer. Once completed, both forms are handed over to a representative of the examination committee. He certifies the forms with his signature. One copy is given to the exam participant, the other to the conflict commission.

The result of the appeal consideration can be obtained from the educational institution or territorial authorities exercising powers in the field of education within 3 days from the date of filing.

If the application is granted, the exam result is subject to cancellation. The participant, in turn, gets the opportunity to retake the Unified State Exam on a reserve day.

Cancellation of the result is allowed if the fact of violation by the organizer of the rules of conduct in the PES is confirmed by an internal investigation of the examination commission.

Disagreement with the results

When filing an appeal in this regard, the exam participant, within two days after familiarizing himself with the results, contacts the conflict commission. The secretary hands him 2 appeal forms. After filling out the forms, they are handed over to the secretary, who certifies them with a signature. As in the previous case, one form is given to the exam participant, the second remains with the commission.

The graduate is informed of the place and time for consideration of the appeal.

As a result of consideration, the appeal may be rejected or granted. In the first case, the number of points scored is maintained, in the second, it changes.

Features of the exam for graduates with disabilities

Special conditions taking into account the state of health and psychophysical health are created for graduates:

  • with disabilities;
  • disabled children;
  • persons studying at home, in sanatorium-resort institutions.

The material and technical equipment of the premises must ensure unhindered access of the specified persons to the classrooms, bathrooms, as well as stay in these premises.

Information on the number of graduates with disabilities is sent no later than 2 days before the date of the Unified State Examination.

During the exam, assistants help such graduates:

  • take the place of;
  • read the task;
  • move around the audience and PPE.

For people with hearing impairments, auditoriums are equipped with sound amplifiers for both collective and individual use. If necessary, a sign language interpreter may be involved.

For blind graduates:

  1. The exam materials are presented in Braille or in the form of an electronic document that can be read using a PC.
  2. The required number of accessories for preparing answers in Braille is provided.

For visually impaired graduates, materials are copied on an enlarged scale. Classrooms must have magnifying devices and individual lighting. Copying of materials is carried out on the day of the Unified State Examination in the presence of the head of the point and members of the examination committee.

For persons with musculoskeletal disorders, written work can be performed on a PC with special software.

During the exam, graduates are provided with breaks, meals, and necessary medical and preventive procedures.

For persons who have indications for studying at home, the Unified State Exam can be organized at home.

Converting Unified State Examination points to a 100-point system

After checking the answer forms, the primary score is determined. There are special tables for converting Unified State Exam points into a 100-point system. When entering a university, test (final) results are taken into account. They are different for each subject. In the photo below you can see the correspondence table for the test score in basic level mathematics.

The red line indicates the minimum threshold for obtaining a certificate and entering a university. It must be said that higher educational institutions take into account the results of the profile-level mathematics exam. The correspondence between the primary score and the test score is shown below.

There are 2 thresholds for the Russian language - obtaining a certificate (green line in the photo) and entering a university (red line).

The following forms of GIA are distinguished.

The choice of disciplines that the student will take must be decided before March 1 (the corresponding application is submitted). Then items can only be changed for a valid reason.

Particular attention is paid to the procedure for conducting the Unified State Exam.

The Unified State Examination is conducted according to a unified schedule. At the same time, exams in compulsory subjects begin no earlier than May 25, and for the rest - no earlier than April 20 of the current year. For graduates of previous years, the Unified State Exam may be held ahead of schedule. At least 2 days must pass between mandatory exams and others.

During the Unified State Exam there are no more than 25 people in the classrooms. Rooms not used for examinations are locked and sealed. Auditoriums are equipped with video surveillance equipment. The exam recording is stored for at least 3 months.

On the desktop, in addition to exam materials, for example, there is a pen, a passport, medicines and food (if necessary), a form for sending comments to the State Examination Committee about violations of the State Examination procedure.

In addition, anyone who has encountered organizational and technical problems in the PPE can retake the test. For example, someone did not have enough additional forms, the electricity was turned off, etc.

Re-taking the Unified State Exam is also provided in case the organizers of the exam violate the rules of its conduct. In such situations, the results of all examinees will be cancelled.

If the graduate himself violated the rules and was removed from the exam, his results will also be cancelled. He will be able to take the exam again only next year.

Appeal

The exam participant has the right to appeal about:

  • Violation of the exam procedure. In this case, objections are submitted on the day of delivery.
  • Disagreement with the results. An appeal in this regard is submitted within 2 days (working days) after the official announcement and familiarization with the number of points scored.

Appeals regarding the content and structure of assignments are not accepted, as well as in case of violation of the exam procedure or the rules for preparing forms by the applicant himself.

Disturbance of order by the organizers

In such cases, the Unified State Exam participant, without leaving the PPE, receives a special form in 2 copies from the organizer. Once completed, both forms are handed over to a representative of the examination committee. He certifies the forms with his signature. One copy is given to the exam participant, the other to the conflict commission.

The result of the appeal consideration can be obtained from the educational institution or territorial authorities exercising powers in the field of education within 3 days from the date of filing.

If the application is granted, the exam result is subject to cancellation. The participant, in turn, gets the opportunity to retake the Unified State Exam on a reserve day.

Cancellation of the result is allowed if the fact of violation by the organizer of the rules of conduct in the PES is confirmed by an internal investigation of the examination commission.

Disagreement with the results

When filing an appeal in this regard, the exam participant, within two days after familiarizing himself with the results, contacts the conflict commission. The secretary hands him 2 appeal forms. After filling out the forms, they are handed over to the secretary, who certifies them with a signature. As in the previous case, one form is given to the exam participant, the second remains with the commission.

The graduate is informed of the place and time for consideration of the appeal.

As a result of consideration, the appeal may be rejected or granted. In the first case, the number of points scored is maintained, in the second, it changes.

Features of the exam for graduates with disabilities

Special conditions taking into account the state of health and psychophysical health are created for graduates:

  • with disabilities;
  • disabled children;
  • persons studying at home, in sanatorium-resort institutions.

The material and technical equipment of the premises must ensure unhindered access of the specified persons to the classrooms, bathrooms, as well as stay in these premises.

Information on the number of graduates with disabilities is sent no later than 2 days before the date of the Unified State Examination.

During the exam, assistants help such graduates:

  • take the place of;
  • read the task;
  • move around the audience and PPE.

For people with hearing impairments, auditoriums are equipped with sound amplifiers for both collective and individual use. If necessary, a sign language interpreter may be involved.

For blind graduates:

  1. The exam materials are presented in Braille or in the form of an electronic document that can be read using a PC.
  2. The required number of accessories for preparing answers in Braille is provided.

For visually impaired graduates, materials are copied on an enlarged scale. Classrooms must have magnifying devices and individual lighting. Copying of materials is carried out on the day of the Unified State Examination in the presence of the head of the point and members of the examination committee.

For persons with musculoskeletal disorders, written work can be performed on a PC with special software.

During the exam, graduates are provided with breaks, meals, and necessary medical and preventive procedures.

For persons who have indications for studying at home, the Unified State Exam can be organized at home.

Converting Unified State Examination points to a 100-point system

After checking the answer forms, the primary score is determined. There are special tables for converting Unified State Exam points into a 100-point system. When entering a university, test (final) results are taken into account. They are different for each subject. In the photo below you can see the correspondence table for the test score in basic level mathematics.

The red line indicates the minimum threshold for obtaining a certificate and entering a university. It must be said that higher educational institutions take into account the results of the profile-level mathematics exam. The correspondence between the primary score and the test score is shown below.

In addition, there is an approximate correspondence between the test score and the school grade (using a five-point system). For example, the following Unified State Exam results correspond to a rating of “5”:

The Ministry of Education is completing work on a unified Procedure for conducting the state final certification (SFA) or Unified State Examination

The Ministry of Education of the Russian Federation has prepared a new procedure for conducting state final certification of educational programs of secondary general education. Discussion of the project will end in mid-October.

The publication is relevant for students of advanced training and professional retraining courses in the following areas:

GIA is mandatory. Winners and prize-winners of the final stage of the All-Russian Olympiads, as well as members of national teams of international Olympiads, are exempt from the State Examination procedure.

Three forms of conducting the Unified State Exam (GIA)

The procedure involves 3 forms of state final certification. The following categories of students take the Unified State Examination form:

In the form of the Unified State Exam

    students in educational programs of secondary general education,

    Foreign citizens,

    stateless persons,

    compatriots abroad,

    refugees and internally displaced persons who have completed educational programs of secondary general education in full-time, part-time or part-time forms,

    external students admitted to the State Academic Examination this year.

In the form of GVE - state final exam

The following categories of persons take the state final exam:

    students studying in special closed educational institutions,

    students studying in institutions executing punishment in the form of imprisonment,

    students in educational programs of secondary vocational education,

    receiving secondary general education under state accredited educational programs of secondary general education, including educational programs of secondary vocational education integrated with educational programs of basic general and secondary general education,

    students with disabilities, disabled children and disabled students studying with disabilities.

At the same time, paragraph 9 of this Procedure provides that students can choose an exam in individual subjects in the form of the Unified State Exam. It is also allowed to combine the forms of conducting the GVE and Unified State Examination exams.

According to the form established by regional executive authorities

This form is established for those cases when the student has chosen state certification in his native language and native literature. The Order clearly states that only the languages ​​of the peoples of the Russian Federation are considered native languages. At the same time, the choice of the State Examination Agency in this subject is purely voluntary.

Compulsory and elective subjects

The document emphasizes that elective subjects are required to provide Unified State Examination results for admission to undergraduate and specialty programs.

Two levels of the Unified State Examination in mathematics

The state exam is divided into two levels: basic and specialized.

When passing the Unified State Exam in mathematics at a specialized level, the results will be recognized as an entrance exam by universities

Application for participation in the State Examination (USE)

Students must submit an application to participate in the GIA before February 1. The application must indicate:

  • academic subjects,
  • Unified State Exam level in mathematics (basic or specialized),
  • form(s) for those who take the GVE form,
  • terms of participation in the State Examination.

Final essay within the State Academic Examination

Students in 11th (12th) grades take a final essay. Students with disabilities, students in special educational institutions, students who are home-schooled for health reasons take a final assessment.

Students must submit an application to participate in the final essay (presentation) 2 weeks before the start of the exam. The final essay (presentation) is held on the first Wednesday of December each year.

Unified State Examination participants also have the right to submit a final essay (presentation) if they wish.

Appeal and conflict commission

Consideration of appeals by exam participants is carried out by a conflict commission, which does not include members of the State Examination Committee and subject commissions. The composition of the conflict commission is formed from representatives of the executive authority, executive authorities of the constituent entities of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, founders, the Ministry of Foreign Affairs of Russia, local governments, educational organizations, scientific, public and other organizations and associations.

Mediation board:

  • accepts and considers appeals from exam participants regarding violations of this Procedure, as well as disagreement with the assigned scores;
  • upon the recommendation of the chairman of the subject commission, invites an expert of the subject commission in the relevant academic subject to consider appeals of disagreement with the assigned scores to establish the correctness of the assessment of answers to the tasks of the examination work, which provide for a detailed answer, of the exam participant who filed the specified appeal;
  • Based on the results of consideration of the appeal, makes a decision to approve or reject the appeal of the exam participant;
  • informs the State Examination participants and (or) their parents (legal representatives), as well as Unified State Exam participants who filed appeals, and the State Examination Committee about the decisions made no later than three working days from the date of adoption of the relevant decisions.
  • The general management and coordination of the activities of the conflict commission is carried out by its chairman.

Decisions of the State Examination Committee and conflict commissions are documented in protocols. In case of equality of votes, the decisive vote is that of the chairman of the State Electoral Commission, the conflict commission.

The procedure for attracting teachers to work on the Unified State Examination (GIA)

Educational institutions send their employees to work as

  • PPE leaders,
  • PES organizers,
  • members of the State Examination Commission, subject commissions, conflict commissions,
  • technical specialists,
  • assistants,
  • interlocutor examiners.

Educational institutions control the process of participation of their employees in examinations.

The administration of the educational institution must inform the employee who is sent to work in the PPE against signature. When informing, the dates, place and procedure for conducting examinations are indicated. Teachers involved in work in the Unified State Examination (GIA) must be informed about the behavior of video recordings in classrooms, about the grounds on which removal from the PPE is carried out.

Also, employees who are involved in work during the State Examination must be aware of the application of disciplinary and administrative measures against persons involved in conducting exams and who have violated the Procedure.

How the Unified State Exam is conducted: Rules for conducting the state exam

Examination participants are seated at their desks in accordance with the distribution. Changing the workplace is not allowed. The exam is conducted in a calm and friendly environment.

Before the start of the exam, the organizers instruct the exam participants, including informing about the procedure for conducting the exam, the rules for filling out the Unified State Examination and State Examination forms, the duration of the exam in the relevant academic subject, the procedure and deadlines for filing appeals about violations of this Procedure and about disagreement with the assigned points, about cases removal from the exam, as well as the time and place of familiarization with the exam results.

The organizers inform the exam participants that entries on the KIM for the Unified State Examination, texts, topics, assignments, tickets for the State Examination and sheets of paper for drafts are not processed or checked.

The organizers provide exam participants with examination materials, as well as sheets of paper for drafts (with the exception of the Unified State Examination in Foreign Languages ​​(section “Speaking”).

If a participant's examination materials are found to be defective or incomplete, the organizers will issue that examination participant with a new set of examination materials.

At the direction of the organizers, exam participants fill out the registration fields of the Unified State Examination (GVE) forms. The organizers check that exam participants have filled out the registration fields of the Unified State Examination (GVE) forms correctly. Upon completion of filling out the registration fields of the Unified State Examination (GVE) forms by all exam participants, the organizers announce the beginning of the exam and its end time, record them on the board (information stand), after which the exam participants begin performing the examination work.

If there is not enough space in the answer forms for tasks with a detailed answer, at the request of the exam participant, the organizers will issue him an additional form. In this case, the organizer indicates the number of the additional form in the previous answer form for tasks with a detailed answer. As necessary, exam participants are given additional sheets of paper for drafts (with the exception of the Unified State Examination in Foreign Languages ​​(section “Speaking”)). It is allowed to make notes in the KIM.

During the exam, exam participants comply with the requirements of this Procedure and follow the instructions of the organizers. The organizers ensure compliance with the requirements of this Procedure in the classroom and PPE.

Exam participants perform the examination work independently, without the help of outsiders. During the exam, on the exam participant’s desktop, in addition to exam materials, there are:

    gel or capillary pen with black ink;

    identification document;

    means of training and education;

    medications and nutrition (if necessary);

    special technical means;

    sheets of paper for drafts issued in the PPE (with the exception of the Unified State Examination in foreign languages ​​(section “Speaking”).

Exam participants leave other personal belongings in a specially designated place for storing personal belongings of examination participants, located before the entrance to the PES.

During the exam, exam participants must not communicate with each other and cannot move freely around the audience and PPE.

During the exam, exam participants can leave the classroom and move around the PES, accompanied by one of the organizers. When exam participants leave the classroom, they leave exam materials and sheets of paper for drafts on their desk. The organizer checks the completeness of the examination materials and sheets of paper for drafts left by the exam participant, records the time the specified exam participant leaves the classroom and the duration of his absence from the classroom in the appropriate statement.

On the day of the exam in the PPE it is prohibited:

    exam participants - have with them communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

    organizers, assistants, medical workers, technical specialists, interlocutors - have communication means with them;

    persons listed in paragraphs 59 and 60 of this Procedure - to provide assistance to exam participants, including providing them with communications equipment, electronic computer equipment, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information ;

    exam participants, organizers, assistants, technical specialists and interlocutors - take exam materials on paper or electronic media out of the classrooms and PET, take photographs of exam materials.

Persons who are not prohibited from having communication devices with them are allowed to use communication devices only in connection with official needs in the premises for the head of the PPE.

Persons who violate this Procedure will be removed from the exam. The act of removal from the exam is drawn up in the room for the head of the PES in the presence of a member of the State Examination Committee, the head of the PES, the organizer, and a public observer (if available). To do this, the organizers, the head of the PES or public observers invite a member of the State Examination Committee, who draws up an act of removal from the exam and removes persons who violated the Procedure from the PES. The organizer puts the appropriate mark on the exam participant registration form.

If an exam participant cannot complete the examination work for health reasons or other objective reasons, he will leave the classroom early. In this case, the organizers accompany the exam participant to a medical professional and invite a member of the State Examination Committee.

If the exam participant agrees to complete the exam ahead of schedule, the member of the State Examination Committee and the medical worker draw up an act on the early completion of the exam for objective reasons. The organizer puts the appropriate mark on the exam participant registration form.

Acts on removal from the exam and on early completion of the exam for objective reasons are drawn up in two copies. The first copy of the act is issued to the person who violated the Procedure, or to the person who completed the exam ahead of schedule for objective reasons, the second copy on the same day is sent to the State Examination Committee and the Regional Center for Accounting for Accounting when processing examination papers.

When conducting the Unified State Exam in foreign languages, the exam includes a “Listening” section, all tasks for which are recorded on audio media.

Audiences allocated for the “Listening” section are equipped with means of playing audio recordings.

To complete the tasks in the Listening section, technicians or organizers set up an audio playback facility so that all exam participants can hear it. The audio recording is listened to by exam participants twice, after which they begin to complete the examination work.
